A Fresno-area nonprofit was receiving CVRC funding under California Title 17 with no reliable digital system to document it. Paper sign-ins, no consumer identifier tracking, no billing export. Every session was a compliance risk and a potential funding threat.
We built a complete digital infrastructure from scratch — scoped, delivered, and handed off in a single engagement.
Families register participants online. Guardian contacts, medical information, program selection, and policy acknowledgments — including liability waiver, attendance policy, and photo consent. A PIN-locked staff section captures admin-only data including state-required consumer identifiers.
Staff and families complete attendance check-in via QR code in under 15 seconds. Staff log session notes tied to individual service goals. Administrators enter official session times to generate billable records that meet state documentation standards.
All data flows into a structured backend with participant, attendance, notes, and settings tabs. The billing export produces a state-formatted file containing every data point required under Title 17 §50604 — name, identifier, date, start and end time, units of service, and facility.
Paper attendance records were converted to structured digital format through a documented remediation workflow. Each record includes a disclosure identifying the responsible party and flagging the conversion method — making them audit-defensible without requiring originals to be scanned. California Title 17 allows hard copies to be produced on request; daily digital records satisfy routine compliance requirements.

Cain brings 20+ years of healthcare experience, including 18+ years in corporate healthcare operations at a nationally recognized nonprofit health system. His background spans process improvement, operational efficiency, and large-scale systems implementation — applied now to organizations that need enterprise-grade infrastructure without enterprise-level overhead.
Cain holds certifications in AI-driven leadership from Stanford University and has completed formal AI practitioner training, applying AI tools daily in operational and consulting contexts. He has firsthand experience navigating the state-funded support systems his clients operate within.
Salina is a Registered Nurse with 15+ years of experience in acute care settings — environments where documentation accuracy, regulatory compliance, and process discipline aren't aspirational, they're survival requirements. She brings a clinical operator's lens to every system AmplifyOps designs.
